"Dear Sir,The so called Targa di Cartone is released by the MOTORIZZAZIONE ( Italian Register ) . It' s more or less the same organization as a German " Zulassungsstelle " or the British DVLA .
In each Italian Province there is a "Motorizzazione" Department.
Things like registrations, license plates, de-registrations, Export license plates ( Targhe di cartone ) and driving licenses are processed by the a.m. Motorizzazione through theA.C.I. offices.
Time and cost depend on the province where they operate.
In Rome it takes 3 / 4 days and the price is around 90 / 100 Euro.

if you plan to buy a bike here and ride for a short period in Italy and then go home, you'll have to ensure it. Are you sure you can set up a policy for such a short period?
When I bought my bike I tried to ensure it for a short period just to get it at home, but it was impossible.

I know there's some difficulties with ensurance for short period , but I found this site http://www.autotranzit.it/targhe-di-cartone/ they promise export temporary plates and ensurance for short period (250 euro for all )
